I have merged Scott Stark's PR 998.

At this point, I have been operating under the notion that all changes since the previous milestone will show up in the first "release candidate" of the specification when we get to the point when we are preparing the artifacts for ballot for Web Profile and Platform Profile.

So this section had already been removed. We just need an update of the specification milestone. I did create a pr to cleanup a couple of security manager permission refs.
