That there were clients of subsets of the API jars asking for the ability to combine the spec jars with their JMPS aware runtimes, and the existing automatic module names did not work with tools like jlink.

Yes, since there is no runtime requirement for JPMS, there was no agreement on what should be required for all manifestations of the API jars.

What is our motivation for adding these non-standard module-infos?
