Minutes from Jakarta EE Steering Committee Meeting July 17

Review of Minutes from Prior Meeting
Minutes from July 10 meeting sent out earlier today.  We will review next week.

Recruitment of new members; Elections

Paul announced the winning candidates for the various Jakarta EE committees.  They are: 

Specification Committee - Participant Member: Alex Theedom (LJC)
Specification Committee - Committer Member: Ivar Grimstad
Marketing & Brand Committee - Participant Member: Simon Maple (LJC)
Marketing & Brand Committee - Committer Member: Ivar Grimstad
Steering Committee - Participant Member: Martijn Verburg (LJC)
Steering Committee - Committer Member: Ivar Grimstad

Ivar resigned his committer seat on the Specification Committee.   This raises the question of how winners of elections to Jakarta EE Committees are replaced following elections.

The Steering Committee agreed to the following replacement process.  Within 14 days of an election, if the winner resigns the first runner up will be designated to replace the winner.  If the winner resigns after 14 days, a special election will be held.  If the runner up that fills the seat resigns at any time, a special election will be held.  The vote in this proposal was as follows, and passed.

Will there be an additional PMC representative?
We will come back to this question in the Steering Committee meeting on July 31.  
Budget for 2019
The Eclipse Foundation is requesting commitment to a multi-year budget by Sept 15.  Feedback from participants is requested.

The current of the proposed Marketing Committee budget is here. Paul has asked for votes on the recommendations.

I suggest we review this doc today with the understanding marketing committee approval is not yet final.
The Steering Committee reviewed the marketing committee budget in process.    An email marketing committee vote is in process.    Recommend that Steering Committee members send email with questions or requests for input to marketing committee alias, so we can review an approved proposal next week and determine next steps.    Richard would like to see an established quantified metric for each activity.   
Marketing Committee Update

We should discuss the exchange regarding sponsorship of marketing activities.
We will come back to the discussion on sponsorship of marketing activities next time.
Spec Committee Update
Update on patent policy discussion.

Status of Oracle Contributions

We'd also like to understand certification process for Eclipse GlassFish 5.1 release
  1. what infrastructure (or anything else) do you need Eclipse Foundation to provide to Oracle so you can run the TCKs for Java EE certification 
  2. what is the outcome of the certification process - what kind of report gets generated (if any) and who receives that
In addition to above, the question below came up on the Specification Committee and it was suggested to have it discussed on the Steering Committee also. Can we confirm today on the call, please?

What other app servers, besides GlassFish can we expect on Jakarta EE 8 - get input from Steering Committee.

Oracle acknowledges that current contributions are not keeping pace with the schedule/graphic reviewed back in the March/April timeframe.  Ed and Tanja will review the schedule doc Tanja prepared offline.  We should review this item next time.

In terms of outcome of the certification process for Java EE, after all TCKs pass, the details of the tested configuration will be provided to Oracle, and Eclipse GlassFish will be listed on the Java EE certifications page:  http://www.oracle.com/technetwork/java/javaee/overview/compatibility-jsp-136984.html
