[jakarta.ee-spec.committee] Please approve the EFSP 1.2

Greetings Jakarta EE Specification Committee.
As we discussed, I believe that the latest round of changes to the Eclipse Foundation Specification Process are complete and I would like to promote this work. Per the process, I need your approval by simple majority vote before I can take it to the EMO Executive Director for final approval.
With final approval, I will remove the word "DRAFT" and change the "Effective Date" on the document, making it immediately official on the date of final approval. Note that until the Jakarta EE Specification Committee decides otherwise, the JESP will continue to build in the EFSP 1.1.
