[iot-pmc] Californium - Minor Release 3.13.0 is available

Dear Californians,
the minor release 3.13.0 is now available at the Eclipse Repo and on
Maven Central.
The 3.13.0 comes with:
- fix for handling the DTLS handshake
- fix for OSCORE and
- fix for a memory leak.
Some dependencies have been updated.
The new cloud-demo-server and the copa-s3-proxy are improved.
As for now, it is considered to be the last minor release for the 3 and
I started over to develop the 4.0.0. Though that may take a while until
a 4.0.0 gets released, we will see, if we that consideration works, or
if other 3 minor releases are required. Those who are interested in a
early 4.0 experience, maybe holding me up from removing too much :-),
may have a look at [0].

You may fetch the selected binary core artefacts from Maven Central [2]
or all binary artefacts, including Californium.Tools and
Californium.Actinium, from the Eclipse Repository [3].
