[iot-pmc] Committer Election for Dmitrii Bannov on Eclipse Zenoh has started

A Committer election for Dmitrii Bannov on project Eclipse Zenoh (iot.zenoh)
was started by Angelo Corsaro with this criteria:
yellowhatter has been actively contributing to the Eclipse Zenoh project for
two years. yellowhatter has done several key contributions to Zenoh
including:
- ROS1 Bridge
- Ultra-Low Latency Transport extension
- Zenoh 1.0.0 Shared Memory with support with "routable" shared memory
buffers, canaries, etc.
- Major contribution in the design and development of the C/C++ API
- Several bug fixes and performance improvement.
It is my pleasure to nominate yellowhatter as a committer on Eclipse Zenoh.
