[iot-pmc] Committer Election for Jörg Walter on Eclipse 4diac™ has started

A committer election for Jörg Walter on project Eclipse 4diac™
(iot.4diac) was started by Alois Zoitl with this criteria:
Jörg Walter has made an impact on the project.
As part of his contributions he fixed several issues in different 4diac FORTE
modules and ensured that 4diac FORTE can be used also on older OSes (e.g.,
WinXP).
Apart from that Jörg started two new sub-projects:
- 4diac-toolchain: an infrastructure for automatically building a wide
variety of tool-chains for native and cross compiling 4diac FORTE instances.
- 4diac-fbe: a build infrastructure utilizing 4diac toolchain to
automatically build full self contained 4diac FORTE instances with all its
dependencies.
Appart from that he also supported us with his know-how and feedback on
certain C++ design decisions and answered questions in the forum and on pull
requests.
