[iot-pmc] Californium - Minor Release 3.10.0 is available

Dear Californians,

the minor release 3.10.0 is now available at the Eclipse Repo and on Maven Central.

The 3.10.0 comes with:

- initial support for RFC5705 - Keying Material Exporters for Transport Layer Security (TLS) [0] - a couple of dependencies updates, including an update for logback, which fixes some CVE.
- deprecates some stuff, especially the export of slf4j in the API.

You may fetch the selected binary core artefacts from Maven Central [2] or all binary artefacts, including Californium.Tools and Californium.Actinium, from the Eclipse Repository [3].

With end of 2023 Californium doubled the number of downloads compared to end of 2022, pretty good result. The past months has also shown, that support java 7 isn't longer working smooth. Therefore I consider to start the work on Californium 4.0 to drop the java 7 support. I will open an issue for some discussion on that. My major ideas are removing the deprecated APIs and to cleanup some "grown-API-names". I'm looking forward to this.
