Dear Thierry, thanks for your email and for reaching out regarding the Eclipse OM2M project. Regarding the project reboot, even though the project seems to be inactive you can still run an election and -automatically- get Guillaume Garzone back in the project (based on the merit from his past contributions). New participants to the project can make their contributions at any time, with you and Guillaume approving their PRs. Later, they can be elected as committers based on merit. It's definitively a good thing to have reached out to the PMC and EMO about your intentions since now you'll have our full support going forward. In conclusion, I believe there is no need to go through an extraordinary restructuring review for the Eclipse OM2M project. I just took a quick look at the project. It looks like the last commit was 19 months ago. So yes, I think it makes sense to reboot the project.
I also think it makes sense to carry over past committers, judging from the project's page, that seems to be only you at the moment ( https://projects.eclipse.org/projects/iot.om2m/who). And maybe ensure that there is a diverse set of committers. But I would leave the details to the Eclipse Management Organization (EMO).
Also +1 for moving the code out of Gerrit. I am just not sure what the arguments for moving to GitLab would be? If easier access and attracting more contributors is a goal for you, then I would consider GitHub to be a better choice. Simply as many more people are familiar with GitHub, than with an Eclipse Foundation hosted instance of GitLab. Maybe there are other reasons which speak more in favor of GitLab, I don't know.
In any case, +1 for rebooting the project as you suggested.

Dear all,
The eclipse OM2M project was created in 2014 and the last release dates from 2021. The initial community has gradually disappeared and only Guillaume Garzone and myself are still present and wish to continue to bring eclipse OM2M to life. Along with this, a new community is chatting outside of eclipse with other contributors from OM2M and in particular engineers from orange labs. For my part, I am also recruiting a new generation of doctoral students who will have activities related to eclipse OM2M. In order to reboost eclipse OM2M and follow the evolutions of the eclipse policy in terms of hosting and after discussion with Gaël and Frédéric, I would like to reboot the project in order to to include these new contributors. 2-3 engineers from Orange labs have already agreed to become a committer as well as a person from LAAS-CNRS who has also been supporting OM2M for years. I also hope to get contributors from IIIT Hyderabad in India and KETI in Korea who have codes that can enrich and improve OM2M to join this project. The second step will be to switch to the eclipse gitlab and allow the different actors to contribute on codes that they already have. Finally, when all this is in place, we we will be able to work on the new leader or co-leader of this project in order to better animate this community.
