[iot-pmc] Eclipse Planning Council representation

Hello IoT PMC,

One of my outstanding items as the chair of the Eclipse Planning Council is to make sure the membership is up to date, especially in light of the move of the Planning Council from the Eclipse by-laws to the IDE Working Group charter.

As Eclipse Embedded CDT (C/C++ Development Tools) (iot.embed-cdt) participates in the SimRel (embed-cdt is plug-ins for the Eclipse IDE) the PMC can appoint someone from the PMC to sit on the Planning Council. You can see the charter here for details on the Planning Council. Alternatively if you don't think the IoT is the best top level project for the embed-cdt project, please let me know as it would also make sense to have it in the Tools top level project alongside its sibling Eclipse CDT.
