PMC, my recommendation is that you approve this and let the IP Team deal with
it.

Jon, we also need to review the dependencies of OpenLiberty, when the PMC
approves of this CQ, please open CQs for these dependencies as well.

Depending on the IP Team's experience with the review, we may opt to seek out
alternative solutions. Note that size alone isn't necessarily a problem.
