A committer election for Nathan Davenport on project Eclipse Tahu (iot.tahu)

Nathan Davenport has been contributing to Sparkplug for some time as an
employee of Cirrus Link via the Tahu project. He is also now a committer on
the Eclipse Sparkplug Specification Project and would like to be more
involved in the Tahu implementations. This is a snapshot of PRs that he has
already contributed to Tahu:
