A project lead election for Kevin Olotu on project Eclipse Vorto (iot.vorto)

Dear PMC Team,
I would like to nominate Kevin Olotu to become co-project lead for the
Eclipse Vorto project.
He has been a very active committer for the Vorto project and has been
representing it to the outside open source community, primarily Europe and
US. IMO, he is the ideal candidate for this role.
