[iot-pmc] Approval of exception to naming rules

Dear colleagues,

The Embedded CDT project requests an exception to naming rules for Java package names and plug-ins/feature names, specifically to continue to use:

- ilg.gnuarmeclipse.*
- ilg.gnumcueclipse.*

The reason is to maintain compatibility with projects created by existing GNU MCU/ARM Eclipse plug-ins, and avoid alienating probably hundreds of thousands of users.

All new classes/bundles will be created in the org.eclipse.embedcdt namespace.
