[iot-pmc] Review Information for Hono 1.0.0

after over three years of hard work, the Eclipse Hono project would like
to release Hono 1.0.0 on Oct 17th :-)
This release is also intended to conclude Hono's incubation phase.

Can you please take a look and (hopefully) approve our release review
