Currently OPC UA is an optional component in 4diac FORTE. Therefore for me it
is natural to have it as works-with. Also we currently have not the
infrastructure  to add it to our release version. Given the later late
submission for the upcoming release I would also not see it as normal CQ.
However this is on our roadmap and OPC UA will definitely get more important
with the next development cycle.
