I think it would be helpful for all of us if you first got in touch with one of
the existing committers or (better) the project lead of the Kura project and
ask him to explain the basics of creating a CQ to you.
That said, the few lines of code you have attached, do not require a CQ.
However, using the mentioned Docker client library does. In this case though,
since you are not distributing the client library with Kura but only use it
during build-/test-time, we do not need the source code of the Docker client
library either, but only need a CQ for a "build-/test-only dependency". Please
refer to the Eclipse Project Handbook [1] for an explanation of the different
types of dependencies.
I know it sounds a little confusing at the beginning but I am sure you we will
figure it out together.
