Even if this would be a works-with, I think we need a dedicated CQ for this, as
it is not a build or test tool, but code actually references this. Which is
normally done in a CQ for each dependency.

On the other side, to my understanding there is already CQ19935, which would
process this as a normal CQ, and would also allow you to redistribute the code.
So I would simply go with that.
