The code seems to be dual licensed [1] and allows users to chose between Public
Domain or a BSD license. FMPOV there shouldn't be a problem with including the
code in the Paho code base. So, no need to create a separate CQ.

@IP Team: IIRC you usually explicitly state which license the Eclipse
Foundation selects to use in such cases, right?
