[iot-pmc] CQs for Other Eclipse Project code or binaries

Hi All,

Eclipse Tahu has opened a CQ for the Paho Java MQTT client.  I would say 
that a CQ is not required to use code or binaries from another Eclipse 
project (parallel IP process for incubating projects possibly 
excepting).  Even if the binary/source is obtained from an external repo 
such as Maven central?

I'm checking my understanding.
