I am not aware of such an exception.

The Legal Process Poster [1] contains the most detailed information from what I know. It works a little bit like "Wo ist das kleine rote Auto" ;-) … just look for:

Is it less than 1,000
lines of code and
configuration files
and other source?
---

There you can see, that it is possible to get through that process without a CQ, but not without signing the ECA.

I had a chat with EMO in the past about the GitHub "noreply" address, the ECA and the Signed-off header. Back then it was not possible. You need to sign the ECA, and with your proper e-mail address.

I agree that it might be overkill for this specific PR. I would recommend to raise that topic with EMO.

So do we have any exceptional rules that I am not aware of and that can be applied here? How do you handle such situations?
