I don't think there is a formal process beyond the person stepping down actually stating so on the public mailing list. EMO can then make sure the PMI gets updated (assuming the person wants to maintain his/her commit rights - if not then another option is to go down the path of removing the committer from the project altogether).

For completeness, there is no limit on the number of project leads an Eclipse project may have. However, it is certainly expected that the co-project leads are all as involved in their role as possible, and ideally reflect the same kind of diversity that is expected from the projects themselves

The Eclipse Kura team will soon be starting an election for a new project lead. To make room for this, one of the current project leads will be stepping down. The process for electing a new project lead is well documented, but what is the process for removing a project lead? Any guidance on this would be appreciated.
