[iot-pmc] Eclipse CLA and contributions > 1000 lines

Hi All,

the CLA agreement says:

• You will only Submit Contributions where You have authored 100% of the content.
• You will only Submit Contributions to which You have the necessary rights.
  
• Whatever content You Contribute will be provided under the license(s) associated with the particular Eclipse Foundation project You are contributing to. 

Is it still necessary to reconfirm with the author of the contribution points 2 and 3 below if the IP checks succeeded in GitHub?

1. contains no cryptography
   
2. is developed from scratch
3. Is 100% project license code

It seems like the author will have confirmed that already through the CLA.
