Well,  you need to create a new CQ in any case, regardless of whether you want
to piggy-back [1] or want to get approval for 3.20.1. In the former case you
just need to piggy-back the existing CQ, in the latter case you need to attach
the source code for 3.20.1. However, piggy-back CQs are processed the fastest
because there is nothing to check (usually).
