Re: [iot-pmc] PMC approval needed for committer vote for Ilya Lipkind

I am sorry but a nomination of a committer solely based on the fact that he/she is on an internal team is not enough.

I would suggest to:

  * Read through the Eclipse project handbook [1], which explicitly covers this section
  * Contact your mentors for additional explanations
  * Contact EMO in any other case

I am leaning towards a -1 for this vote.

@PMC: what do you think?
