Well, the Project Handbook [1] states that

"All third-party libraries required by project code will have to be checked and
approved by the IP Team."

FMPOV and from personal discussions I had with the IP team, this also includes
transitive (runtime) dependencies of components your code requires to run.

However, I have posted a question to the "incubation" mailing list, asking
explicitly about this case [2].
