[iot-pmc] Archive IoT Projects

There are 3 IoT projects that I believe need to be archived: Ponte, Krikkit and Rise V2G. All of these projects have not been engaged for the last while and I believe the developers have left. Therefore,I have asked Wayne and Stephanie to start the archive process.
