[iot-pmc] Release approval for Eclipse NeoSCADA™ 0.4.0

Eclipse NeoSCADA™ would like to release version 0.4.0 on January 18th [1]

The most notable change is the switch to Neon/Java 8 and the integration of the IEC 60870 protocol stack.

As I am working on this project, I will not vote.
