[iot-pmc] New project proposal: Unide

Hello IoT PMC,

Here is a new project: UNIDE

The Eclipse Unide project provides a simple server and multiple client implementations of the Production Performance Management Protocol (PPMP) . The implementations persist the payload in a data base and displays it through a simple user interface.
