[iot-pmc] sqlite works with for mosquitto

Hi PMC,

Could you please have some discussion on CQ 11254. We'd like to use
sqlite in mosquitto as a works with dependency. It will detect whether
sqlite is available at run time and load that functionality or not.

I'll be asking again in the future about distributing the sqlite
binary on Windows, but that's not what this request is about - there
is no plan to distribute anything.
