'A prerequisite may be classified as "exempt" by the EMO if the software
is pervasive in nature, expected to be already on the user's machine,
and/or an IP review would be either impossible, impractical or inadvisable'
Whereas Python could be falling into the exempt category because of its
pervasive nature, it may be too early to call Go pervasive. It might
become so in the future. On the other hand, the MQTT client could run
with many versions of Go. To IP review all of those could be
impractical, although we could say 'Golang 1.5 and above'.
In any case, this is piggybacked on a CQ for Vorto (10482), but there is
no discussion there of whether it could be exempt.
