From the "Guidelines for the Review of Third Party Dependencies"

'A prerequisite may be classified as "exempt" by the EMO if the software is pervasive in nature, expected to be already on the user's machine, and/or an IP review would be either impossible, impractical or inadvisable'

For the C, embedded C and C++ clients to run on Windows, the Microsoft C++ redistributable needs to be installed separately, if it hasn't been already. It is not open source.

I propose that this dependency should be exempt, not least because that a full IP review is impossible due to the source not being available. It's also quite pervasive.
