'A prerequisite may be classified as "exempt" by the EMO if the software
is pervasive in nature, expected to be already on the user's machine,
and/or an IP review would be either impossible, impractical or inadvisable'
For the C, embedded C and C++ clients to run on Windows, the Microsoft
C++ redistributable needs to be installed separately, if it hasn't been
already. It is not open source.
I propose that this dependency should be exempt, not least because that
a full IP review is impossible due to the source not being available.
It's also quite pervasive.
