[iot-pmc] Github issues for Paho

Hello PMC,

we propose to start using issues in Github for Paho, as they weren't 
disabled for the new repositories that were created.  Originally I was 
going to wait until all the repositories were moved, but I changed my 
mind, as now it seems easier to use them right away as part of the 
process of Github migration each repository.

The bugzilla bug for the repository move is 
https://bugs.eclipse.org/bugs/show_bug.cgi?id=483499.  Should I raise 
another bug explicitly to request to use Github issues from the PMC?   
Or can we use the existing one?
