Strictly speaking, when you move code from one project to another
you need to do a restructuring review.
However, I assume that this is experimental code that is not
currently in any builds (it would be even better if the code is in a
separate Git repository). If this is the case, then just move it
into the incubator.
When it comes time to move it back out of the incubator, we'll need
to do an IP Log review and restructuring review. FWIW, both of these
reviews should be no big deal: the IP Log should always be
up-to-date anyway, and the restructuring review is a one paragraph
description of what you're doing.
