[iot-pmc] PMC Approval for Paho 1.1 Release

Hello PMC,

I'd like to request approval for the release of Paho 1.1.  The major 
items are:

1) an Android MQTT Service

2) MQTT and MQTT-SN client libraries in C for embedded devices with 
limited resources

3) An MQTT client for .Net and WinRT, written in C#

the release plan and documentation is here: 
https://projects.eclipse.org/projects/technology.paho/releases/1.1.0.

I have to complete the rationalization of the issues list, moving the 
unresolved issues to a later release.
