There was a Board resolution (last June IIRC) that delegated these approvals to the EMO(ED). But yes, anything that derives from the globe requires approval.

Longer version: Those images are licensed under the EPL-2.0. As long as you follow the terms of the license, you can use them.

If you copy the content to your project, please open a CQ that describes what you're doing so that the IP Team can track the fork.
