Seems like a good idea. I don't see a problem with subreleases.
Neon(.0)/Neon.1/Neon.2 might be 2016(.0), 2016.1, 2016.2
This could extend sensibly to our confusing feature/plugin
versions so that we could have
semantic-version.release-year.maintenance-version, so that this
years platform plugins would be a mix of
3.2016.0 and 4.2016.0
The 0.0.100 etc convention need not be affected.
Those projects that do more than one minor release per year might
number them 2016, 201601, 201602 etc
