Visual studio used to ask questions like these with VS of some years ago. IIRC was related to development profiles in multiple languages, i.e. visual J# (ouch!) Vs C# or others.
Oh, yeah I remember that. It was when they first merged the IDEs to make VS.Net. I think there were some internal wars about unifying versus pissing off current users so they threw up a dialog so the users could participate in those wars too.
I really dislike the idea of throwing up a dialog to new users who may not even know what the questions mean. We need to be bold and have a strong vision for the Eclipse IDE and how it works out of the box. We’re not going to make everyone happy, but that’s
better than making everyone sad.

Another interesting case is Oxygen xml editor, that store "user preferences"in profiles.

I did not agree to anything. Someone asked whether there are at all negative points when enabling spell-checking and that's what I provided. I like the Oomph questionnaire based approach.
