I am at JavaOne right now so my responses have been slow. I agree with
Max's statements below. The Foundation has established channels to
publish content but we need help creating the content. For instance, we
have a booth at JavaOne, Wayne and Benjamin are helping with demos, but
we also have lots of project committers giving demos. The community
members need to be engaged in the marketing or it doesn't scale.

More precisely, my question is: who's expected to make promotional
videos of Eclipse IDE ? Other IDEs have dedicated resources to
identify and promote new features and turn them into marketing
resources (videos, demos, talks);
in the Eclipse Community for the Eclipse IDE, is it something that is
meant to be done by contributors too, or is it something that the
Foundation is expected to take care of ?
I believe it is a combination. The foundation facilities/help where
they can but when it comes down to it what is needed is contributors
end up providing the content that the foundation then can help
polish/publish.
But I'll let Wayne/Mike comment on that - but just stating what my
view is on it.
i.e. I don't expect the foundation to magically be able to do more
than what the contributors are able/willing to work with them on.
For the IoT part, I've seen much effort by the Foundation in
producing and presenting a lot of marketing material (Benjamin and
Ian have done a great job); but for the IDE, I have the impression
such initiative is now missing, whereas NB and IJ are very fruitful
at doing it.
Wayne is here at J1 doing talks about Eclipse Mars together with Gunnar.
There is a booth talking about the IDE.
Of course iot is also being pushed since its a very new area compared
to the IDE.
