As far as I know Netbeans offers tools for developing web
applications, typically based on JEE standards, but does not offer
a web solution itself, nor is it a web components framework.
In that sense I think it's in the same space as eclipse WTP for
instance, not an alternative for Scout or other web/app/hybrid
frameworks
