[ice-dev] Bison files in test bundle

Alex,

Is there any way that we could do the MOOSEFileHandler tests without files from Bison? I picked it when I wrote the handler because MOOSE Test didn't exist. Could we switch the yaml, action syntax and test input files to MOOSE Test instead? That is, would we still have sufficient coverage?

If we get rid of those Bison files, we can make that repo public.
