There's a bug report that I'm using to track this. See

I just attached another file to that ticket. The file includes only
the warnings from generating the javadocs, which are all @return
tags with no text.
Hopefully we can dole out chunks of this to people that might know
more about each bundle so we can get a little more informative docs
on return values than things like "Gets x" (which is arguably little
better than nothing). Maybe include things like "Gets x, or null if
y is invalid."
