[hudson-dev] 3.1.2 Release

Folks - As per the last community meeting, the 3.1.2 release has been defined in the Hudson Project Metadata as a Bug-fix only release with a projected RC1 date of the 24/Jan and a Production date of 31/Jan
Candidate bugs for this release should be limited to those discussed at the meeting and marked with Candidate-3.1.2  in the whiteboard. 

Winston / Bob / Roy can you verify that the correct bugs are currently listed - I've already pushed some back to 3.2.0:

Bugs pushed to 3.2.0 should be tagged with "Candidate-3.2.0"
