Even the root directory would work for me but "schemas" sounds good too.

It's currently in org.eclipse.higgins.sts.binding.axis1x.service/WebContent/ConfigurationFiles/Configuration.xsd.
Where do you recommend that we place this in the org.eclipse.higgins.configuration.xml project? Should there be a WebContent directory, or should it be called "schemas", or ...?
