The license may be found inside the development zip file, the wording is similar to what you see with mozilla's tri-license.

The author of the Jericho parser has been extremely helpful in resolving
the LGPL issue raised, and has released a new development version of the
Jericho parser with a dual EPL/LGPL license. I have updated the components
page to point to the new download.
