[higgins-dev] Build 289 of LDAP CP

I've checked in Build 289 of the LDAP and posted it here: http://www.bandit-project.org/index.php/Common_Identity_DEV_Downloads.

1. It will allow any number of query items on the context Ref URI but only uses the "id" context ID specifier.
2. It will throw an exception if no CUID is able to be produced from the passed AuthN materials.
