[handly-dev] Gerrit enabled for Handly

Gerrit code review is now enabled for the org.eclipse.handly repo:

    https://git.eclipse.org/r/#/admin/projects/handly/org.eclipse.handly
    
and is the preferred way for contributing a patch to the project.

Note that while project committers can bypass code review and push directly to master, 
they will need to update their repo URLs to point to the new Gerrit URLs in order to push.
