[gmf-dev] IP Log changes

Hi,

In light of the new IP log generation provided by the Foundation
(http://wiki.eclipse.org/Development_Resources/Automatic_IP_Log), we'll need
to change the way we enter contributions into Bugzilla.

The new method (I updated our wiki) involves using the 'iplog' flag instead
of the 'contributed' keyword, as we had used in the past to generate our
log.  I've added a bug to have our contributed keyword bugs converted to
iplog flags.

Once complete, I'll update our current ipquery.php page to redirect to the
new standard page.
