Title: New Tooling feature

Hi,

In order to keep our Modeling EPP package and ganymede dependencies to a minimum, I’d like to create an org.eclipse.gmf.tooling feature and branding plug-in.  This will be included in our SDK feature, and I’ll remove the direct dependency on the Eclipse SDK as well.

Any problems/concerns?
