It is possible to encounter poorly formatted data of the form:
```
a,b,1.0,2.0, this has" random numbers of quotes" like this" what fun!
, 5.0
```
which will cause difficulties in parsing during use of the delimited text converter. The CSV format would work if we could set the quote character to null (there is actually an option for this in Apache commons CSV, but our config code won't permit this as it always expects a single character). Also note that contrary to our docs, using an empty string does not work.

Please backport this to 2.1.3
